Program Planning
EES Consulting combines significant strategic planning expertise with technical and economic energy efficiency knowledge to provide top-notch energy efficiency planning services. Energy efficiency planning is an important aspect of any energy efficiency department or program. Often, an energy efficiency plan will be developed in conjunction with or subsequent to a conservation potential assessment. In this case, the planning process takes results from a CPA, utility budgets, past programs, and overall management goals to develop specific targets or plans for achieving conservation. EE plans often include some type of optimization to help the utility choose the most cost effective measures.
Other aspects of EE planning include a review of staffing levels, skill sets, service territory attributes, contractor availability for specific programs, and different planning scenarios. Developing metrics and comparing with other utilities can also aid in program planning.
Emerald People’s Utility District
EES Consulting has worked closely with Emerald PUD staff to develop an EE program plan based on the results of their conservation potential assessment. A variety of scenarios were analyzed. The final plan identified a number of specific energy efficiency measures that would need to be installed to achieve utility goals.
City of Richland
The City of Richland called on EES Consulting to assist with the development of an energy efficiency plan. While not initially a qualifying utility under Washington’s Energy Independence Act, the City will soon be large enough to qualify. The plan developed was a detailed plan to prepare for future energy efficiency targets.
Pacific County PUD
EES Consulting developed an EE program plan based on current and projected budget levels. This plan enabled Pacific County PUD to establish annual goals and expectations for the amount of energy efficiency that could be achieved.
